Today it's a very cool old P.S. & W (Peck, Stow & Wilcox) Wing Divider.
I found an ad from their catalog from 1922 which featured these so they're probably from that time.

I bought these to use with my leather work. Because why have some new cheaply made tool, when you can have something like this? Plus it's vintage and I love working with vintage tools.
The thumb screw is for final adjusting. It has a little spring steel there that make is just right.
The still sharp points.

Nice find! Those are just ridiculously better (and often cheaper) than their modern equivalents (even those made by PEXTO, the remnant of PS&W).
